Richard Kalm was appointed MGCB executive director in 2007 by Governor Granholm and subsequently reappointed to a six-year term expiring on June 3, 2019, by Governor Rick Snyder. He is responsible for the direction, execution and coordination of all activities related to the regulation of commercial gaming, horse racing and casino-style charitable events in Michigan. In addition, he has oversight of compact compliance by Michiganâs 23 tribal casinos.
Kalm previously served as chief of staff for the Macomb County Sheriffâs Office and held a series of increasingly responsible investigative and command positions during more than 30 years in law enforcement.Rick is a Board Member of the FBI National Academy Associates Michigan Chapter, American Gaming Association, North American Gaming Regulators Association, International Masters of Gaming Law, Association of Racing Commissioners International. International Association of Chiefs of Police, Southeastern Michigan Chiefs of Police, Michigan Association of Chiefs of Police, and Macomb County Chiefs of Police. He is also recognized throughout the U.S. as an expert in commercial casino regulation
