Mark S. Stewart has been practicing gaming law for almost two decades.  Having represented clients throughout the Mid-Atlantic region, his practice has focused primarily on Pennsylvania.  He has been involved in legislative and regulatory issues affecting the gaming and racing industries since the enactment of the Pennsylvania Race Horse Development and Gaming Act in 2004.


Mr. Stewart has been an active practitioner before the Pennsylvania Gaming Control Board since its inception. He has successfully represented casino applicants in license contests, guided casinos through the change of control process, represented gaming manufacturers and vendors, engaged in administrative litigation before the PGCB, negotiated the resolution of enforcement proceedings, and handled appellate litigation, as well as original jurisdiction challenges to the Gaming Act before the Pennsylvania Supreme Court.  His work has also included representation before the Pennsylvania State Horse Racing Commission.


Mr. Stewart presently serves as Co-Chair of the Hospitality and Gaming Practice at the law firm of Eckert Seamans.  He is also a member of the firm’s Board of Directors.
